It shall be the duty of the Committee on Election Law to consider all matters relating to the election laws of the state, including campaign finance, the Ballot Law Commission, redistricting, and such other matters as may be referred to it.

Personal Biography
I moved to Dover in 1999 with my husband only days after our wedding; then soon moved into our house on Long Hill Road where we still live today.

Both of our children were born here in New Hampshire and raised in Dover.

I am a pro-choice Catholic, an immigrant career woman, and a three-time cancer survivor. The fundamentals of my experiences and who I am define my values as a Democrat.

I am a brown immigrant woman with a medical condition. I have watched the rise of white supremacy, the repeated attempts by the GOP to repeal and reduce access to health care, the unraveling of the Civil Rights Act, increased barriers to discourage voting, and the loss of rights of women across the country. My genes state that at some point I will likely have to fight cancer a fourth time.

So every day, my instinct is to do something and do it now. My hobbies include running marathons (18 and counting!) It reminds me that pacing and thoughtfulness is how big goals are achieved. Every day I work to balance these two impulses; they enable me to be driven, focused, and patient.

When the Supreme Court of the United States is failing to protect our basic rights, state legislatures are where those rights will be protected. It is an honor to serve by representing Dover in Concord. As your representative, I will fight for the right to quality public education, school safety, every woman's right to choose, affordable healthcare, and voting rights for all eligible citizens. I'm in it for the long haul.
Local Government Involvement
Her many contributions to her state and local community include being a member of the New Hampshire Democratic Party Platform Committee (2024, 2022, 2020) and the City of Dover Ad-hoc Committee for Racial Equity and Inclusion, as well as leadership positions in the Dover Democratic Committee. In 2020, she was elected as the Register of Probate for Strafford County and served for one term. Also in 2020, she was a Party Leader and Elected Official (PLEO)Delegate to the Democratic National Convention. In 2024, she was and at-large delegate to the Democratic National Convention. She is currently the treasurer of the New Hampshire Democratic Party (NHDP) Asian-American and Pacific Islander (AAPI) Caucus.
Miscellaneous Information:
Luz Bay is a psychometrician with a 31-year career in educational assessment. She is currently responsible for a team that provides psychometric services to a college placement assessment program as well as a group of standardized tests that provide a mechanism for earning college credits without taking college courses.

Luz Bay is a three-time breast cancer survivor and a marathoner. She is a veteran of 18 (in-person) marathons on three continents and is an Abbot World Marathon Majors Six-Star Medalist.

Her life story is that of resilience and tenacity.

Luz Bay is a long-time member of the American Educational Research Association, the National Council on Measurement in Education, and the Psychometric Society where she has held leadership positions. Luz Bay earned a bachelor's degree in mathematics from the University of the Philippines Los Baños, and a master's degree in mathematics from Southern Illinois University at Carbondale. She later earned a Ph.D. in educational measurement and statistics, also from Southern Illinois University Carbondale.
