It shall be the duty of the Committee on Finance to examine and consider the state of the treasury and the budget; subjects concerning the financial interest of the state; all measures carrying appropriations of state money except claims against the state and such other matters as may be referred to it. Prior to the report of the Finance Committee to the House, the Speaker may refer the budget of certain self-sustaining state agencies to appropriate committees for study and recommendation.

Personal Biography
Rich is a retired Fortune 100 executive, whose career spanned three decades in international and domestic roles in the energy industry from analyst to sales to strategic planning to oil trading and senior management.

He served as a Director of Mobil Sekiyu, K.K. in Tokyo, Japan, and later as a Director of Mobil Oil Hong Kong oversaw the construction of a $400MM oil terminal project in Hong Kong.

His education includes a Finance MBA, and an Industrial Engineering/Operations Research degree from Cornell University.

After retiring, Rich and his wife of more than 53 years moved to Alstead, NH, where they have continuously resided since 2000. Rich then spent several years with a small packaging manufacturing company as Chief Financial and Operations Officer.

Rich routinely attends Select Board meetings where he advocates for sensible governance and an informed and involved citizenry at the local level.

With 5 grown children and 15 grandchildren, several in New Hampshire, Rich is strongly committed to quality education for granite staters.

Through the Fall Mountain Scholarship Fund, Inc. which he heads, in partnership with the New Hampshire Charitable Foundation more than $200,000 annually in scholarships is awarded to local students.

Rich is a golfer, bowler, chess enthusiast, and regularly plays in a competitive cribbage league.
