Committee Function:It shall be the duty of the Committee on Municipal and County Government to consider all matters pertaining to town, city and county officers; changes in municipal and county government; the boundary lines of towns, cities and counties; the creation of new towns, cities and counties; local revenue, including fees, property taxes and exemptions; and such other matters as may be referred to it.
Personal Biography
David is serving his first full term in the New Hampshire Legislature. Elected in the summer of 2023 in a special
election, he served on the Municipal and County Government committee where his many years of experience
on land use boards proved invaluable.
David has been a resident of New Hampshire's Upper Valley region since 1988.
He attended (Case) Western
Reserve University in Cleveland, Ohio where he received a Bachelors Degree in Psychology and took an active
role in the early growth of the student-run FM radio station. He served as general manager in his senior year.
Following graduation, David worked in the media center of Cleveland State University and later moved to
Vermont where he founded an audio-visual production company producing promotional and informational
media for a variety of clients ranging from social services organizations and government agencies to Fortune
100 companies. His company was noted for winning several regional awards for its clients.
Although officially
retired for several years, David is maintains an active presence in the business world serving as a print broker
for several long-time area clients.
David has two adult children and two grand-children with whom he enjoys many recreational activities including
hiking and various water sports.
Local Government Involvement
David served on the Fairlee Vermont Town and School Budget Committee for several years, and later on
the town's Development Review Board for 16 years, many of them as Chairperson.
In 2009, David moved to Enfield where he joined the Planning Board in 2017. He was elected as
Chairperson of the board in 2019 and currently holds that position. Under his leadership, Enfield adopted
its first Master Plan in 25 years.
David co-chaired the Master Planning Task Force which worked with
many community members and stakeholders to produce a vibrant and reader-friendly plan document

David also wrote a successful grant application to fund rewrite of Enfield's 33-year-old zoning ordinances
