It shall be the duty of the Committee on Ways and Means to examine and consider the state of the treasury; to consider and report on all bills and resolutions relating to raising money by a state tax and the apportionment of same; matters relating to taxes and fees on tobacco; all dedicated funds except for the highway and turnpike funds; state fees, and all methods of raising revenue for the state; and such other matters as may be referred to it. The Committee on Ways and Means shall report to the House in the form of a resolution its estimates of state revenues on a periodic basis.

Represents Dover Ward 4, Lee, and Madbury
Rep. Southworth grew up in Norwich, Vt. He is a lifelong educator who attended Norwich Elementary School and Hanover High School. He enjoyed learning and had many favorite teachers. He has education degrees from three New Hampshire colleges: Dartmouth (BA), Keene State (MEd), and UNH (CAGS). He worked in public education for 43 years as a reading teacher, school counselor, and administrator.
Local Government Involvement
Rep. Southworth is currently a selectman for Ward 4 in Dover and is the legislative liaison to Dover Chamber's Government Affairs Committee.

He chairs the Strafford County Revenue Sub-Committee and is a member of the Executive Committee. He was a long-time board member of the non-profit Dover Children's Center and recently served on the Future Visions Committee to plan for the needs of Dover's new high school.

He recently joined the board of CAPSC (Community Action Partnership of Strafford County).
