Dear Legislature, We would like to express support for Senate Bill 559 to allow local authorities to reduce speed limits in certain districts from 25 miles per hour to 20 miles per hour. Seacoast Area Bicycle Riders is a non-profit, volunteer organization that has provided a unified voice for all kinds of bicycle riders in the Seacoast of NH and Southern Maine since 1992. Our goal is to improve the safety, accessibility, and enjoyment of biking in the area. Many states including Texas, Florida, Washington, South Carolina, Colorado, Utah, Louisiana, Maine, Vermont, and Massachusetts allow 20mph speed limits. Lower speeds greatly reduce the severity of crashes as well as the likelihood of death for those outside motor vehicles. Lower speeds can reduce traffic noise, promote walking and biking, improve traffic flow, and increase local economic activity. Studies have shown high economic returns due to savings on accident costs and improved public health. Currently there are streets in NH that are posted at 20mph but not legally enforceable; this is an appropriate speed for many school zones and historic downtowns.
