This year, to date, PEDESTRIAN deaths on the roadways is up over 300%. Traffic fatalities overall are up 25%. Whatever you're doing to improve roadway safety - especially with regard to vulnerable users - IS NOT WORKING. The National Highway Traffic Safety Administration says that there is convincing evidence that lowering speed limits can reduce crashes even if there are no other changes made to the roadway. No-one is asking to have speed limits on major thoroughfares reduced to 20 MPH. The reduction in speed limit would apply to neighborhood roadways, typically narrow and winding, in which the travel time delay would be insignificant but the driver's ability to avoid a child walking or bicycling would be much improved.
