SB 464 raises the threshold for proving civil rights violations by requiring that harmful conduct be “substantially motivated” by hostility toward a protected class. This change makes it harder for victims to seek justice and risks allowing discrimination to go unaddressed. Civil rights laws exist to protect people from harm, not to create additional barriers to accountability. Weakening enforcement sends the wrong message about whose rights matter and undermines the protections these laws are meant to guarantee.
