For municipal subdivisions (towns, cities, counties ...), this bill will provide an important level of certainty concerning net-metering revenue. That is a key factor helping those entities to move ahead with installing solar. As the member of the Energy Committee in my town, I have seen how these projects benefit town finances. They provide inflation-proof electric power, and long-term savings for taxpayers. They reduce our reliance on sources of energy such as natural gas, that come from out of state and have environmental and other issues.
