I believe it is best left up to the local schools, school boards, and community to determine what books should be in schools. Since the majority of the cost is paid at the local level, and our laws say education is up to the local decisions, books selection should also be there. When the state decides to adequately fund education and pays all of the cost of education then they can determine what books are in schools.
