I am against so called open enrollment due to the final impact on taxpayers. It will send almost all per-pupil funding to receiving district but leaves sending district with fixed costs. This transfer arrangement could lead to unexpected and increasing expense on the district tax payers and academic loses to students. When the per-pupil funding leaves a sending district it’s students of need at both ends of scale may be deprived—this means academic support for the struggling student and enrichment classes for the high achieving student. If we are trying to serve students fairly, this isn’t fair as it’s only available for those who are able to cover their own transportation. In addition which of the sending and receiving district would be responsible for monitoring IEP’s of students in Special Ed. There are too many flaws with this bill to make it a law. And it is vastly unpopular in the state as seen by recent town halls. The real problem is state underfunding of public education in general and this bill doesn’t fix that.
