My name is Lisa Marcucci Hale, and I am a registered nurse and member of the New Hampshire Nurses Association. I respectfully oppose SB 572, specifically the proposed amendment incorporating language from HB 1616 (RSA 9-G:2), which would prohibit state agencies and political subdivisions from advertising or expending funds to promote vaccines. As written, this provision is extraordinarily broad. It does not distinguish between commercial advertising and routine public health communication. By prohibiting any “form or means” of promotion, it would effectively eliminate essential, evidence-based communications—such as vaccine reminders, clinic availability notices, school and child-care guidance, and provider-facing updates—that families and caregivers rely on to stay informed. The language in HB 1616 explicitly bars state entities from advertising or funding any vaccine-related messaging. In practice, this would silence routine public health outreach and disrupt the flow of accurate, timely information between public health agencies, healthcare providers, and the communities they serve. These communications are not promotional—they are foundational to preventive care. Limiting them would create gaps in awareness, reduce access to services, and increase the risk of vaccine-preventable disease outbreaks, particularly among infants and young children. As nurses, we depend on clear, consistent public health guidance to support patient education and informed decision-making. This amendment would undermine that work and weaken New Hampshire’s public health infrastructure. For these reasons, I respectfully urge you to oppose the inclusion of RSA 9-G:2 language in SB 572.
