The state of New Hampshire already has a Developmental Services Quality Council established in 2009 under RSA 171-A:33 which "provides leadership for consistent, systemic review and improvement of the developmental disability and acquired brain disorder services provided within New Hampshire’s Developmental Services System." It is an active and fully participatory committee comprised of people with disabilities, family members and service providers along with representatives of state agencies and they provide leadership and recommendations to the Department of Human and Health Service, the Bureau of Developmental Services, and the regional service delivery system on assuring quality service and lives. Adding another legislative body to do the same work is redundant and not cost effective. It would also not be effective to have legislators who do not have any experience in or working knowledge of disability services in NH trying to essentially reinvent the wheel on this. It would be preferable to find a way to enhance the existing committee to ensure fully adequate and effective work is being done on behalf of people with disabilities.
