I oppose SB 549-FN because it imposes unrealistic return-rate mandates and new administrative burdens on syringe service programs while simultaneously eliminating the state funding these programs rely on. This combination undermines evidence-based harm-reduction services, increases public-health risks, and creates unfunded mandates that will shift costs to hospitals and emergency response systems. New Hampshire needs stronger support for harm-reduction infrastructure, not policies that weaken it.
