We've driven in France and Mexico without high levels of language proficiency. Legal immigrants learn faster and can support themselves and their families when they can pass the tests and drive. An interpreter doesn't give them the answers, just ensures they have really learned the rules of the road. We want these tests to be accurate, after all.
