I oppose HB1155, as introduced. Rep Peternel shared that she may consider amending the language, but she also stated that she might submit an amendment to just dissolve the HEAC, depending on how the testimony goes. Rep Peternel suggested further changes may be proposed, including removing the Legislative and Senate appointments from the HEAC, as well as reducing the Home Educator Association appointments - both of these suggestions would be unsupported. The HEAC is the only location where the 193A community HAS the ear of the Legislators - and if Rep Peternel finds her appointment (one she desired) no longer suits her, she is free to vacate that appointment. Instead, the Home Education Community is met with the appearance of collaboration while not being listened to. The 193A Community showed up last session to oppose the Holiday Weekend introduction of a non-germane amendment that sought to dissolve the HEAC, and that sentiment has only increased. Representative Peternel has personally refused to speak to the Council about this pending bill at the most recent HEAC, and she believes that the Home Education Community can interface with Legislators in a significant way on their own. She does not believe that the HEAC is a place where we do that. Representative Peternel, in sponsoring this Bill (and Representative Drye and Senator Ward in co-sponsoring it) send a clear message to the 193A Community - they do NOT want to hear from us, except in full support of their wishes to govern what we hold dear.
