I am writing in support of HB1529. The unscientific "Reading Recovery" is actively harmful to students. Numerous studies have shown that trying to teach kids to read via memorization rather than phonics in fact regresses their ability to read. Even worse, this is targeted against the most struggling students, effectively trapping them in a situation where there is no chance they can learn to read. Fortunately, there is a solution. Teach phonics, also known as the science of learning. Currently Alabama, Mississippi, and Louisiana have adopted these policies, and while they were once known for their dismal records in education, are now beating states such as Caifornia and New York in 4th grade reading proficiency. Please, help students read, and do not trap them trying to memorize words. Phonics works. Support public school students by voting yes on HB1529.
