Improving regulatory oversight, public engagement, and accountability in the management of solid waste disposal facilities means that a Solid Waste Site Evaluation Committee would assess impacts of proposed major solid waste disposal facilities, including noise, odor, aesthetics and economic impacts not fully addressed in existing regulation. Prefers maintaining environmentally protective disposal capacity and expanding existing landfill sites over developing new ones. The committee would have authority to evaluate applications, issue construction certificates, oversee facility operations and address violations with potential fines.
