Subject: Support for HB 1189 – Solid Waste Site Evaluation Committee Dear Members of the House Environment and Agriculture Committee, I am writing to express my strong support for HB 1189. This bill takes an important step toward ensuring that decisions about major solid waste facilities are made with a full understanding of their real-world impacts. As written, HB 1189 recognizes that current regulatory processes do not always fully account for broader concerns such as noise, odor, property values, traffic, tourism, and community character. By establishing a Solid Waste Site Evaluation Committee, the bill creates a more comprehensive, transparent, and balanced review process. It ensures that local, regional, and statewide impacts are all considered together, rather than in isolation. I especially appreciate that the legislation: Encourages thoughtful siting decisions, including a preference for expanding existing facilities rather than developing new “greenfield” sites. Promotes greater public engagement and accountability in decisions that can significantly affect communities. Balances environmental protection with the need to maintain adequate and reasonably priced waste disposal capacity for New Hampshire. Solid waste infrastructure decisions can shape communities for generations. HB 1189 provides the structure needed to make those decisions carefully, transparently, and in the public interest.
