I have not been able to find any of the reasoning behind this proposal to repeal the reading recovery training. As a retired reading specialist and special educator in this state, I worked with many students who reached high school and middle school without having the reading skills needed to succeed. Reading needs to be explicitly taught and teachers need to know how to do that.
