Chair and Members of the Committee, My name is Erin Beal, and I strongly support HB 1268. This bill restores a simple but powerful principle: parents—not the government—are responsible for their children’s education. Home education is a fundamental right, not a state-regulated privilege. HB 1268 removes unnecessary mandates like compulsory notifications and forced evaluations, protects families from DCYF overreach, prohibits school district interference, and safeguards student privacy. Most importantly, it establishes the proper legal presumption that parents who homeschool are fulfilling their duty to educate. New Hampshire has always stood for freedom.
