Homeschooling is a good option for some students, but there should still be some way to demonstrate the student is indeed being educated. Without mandatory reporting and/or evaluation, there is no way to track the student's progress or trends across the years. Many employers and colleges require proof of minimal educational standards (i.e. high school diploma) and may not accept a parent's assertion that their child received an adequate education without an outside evaluation. While many parents do an excellent job teaching their children at home, we do a disservice to those children by not providing evidence of their achievements. Evaluation and reporting need not be exhaustive, but there does need to be some accountability.
