Thank you for the opportunity to testify. I respectfully oppose HB 1564-FN. This bill eliminates every reference to gender identity across New Hampshire law, including in employment protections, housing, public accommodations, education, mental-health services, insurance, and hate-crime reporting. By striking these protections wholesale and repealing the statutory definition of gender identity, HB 1564-FN dismantles core civil-rights safeguards that ensure equal treatment for transgender and gender-nonconforming Granite Staters. It also creates significant legal uncertainty for schools, municipalities, health-care providers, insurers, and employers who must comply with federal nondiscrimination requirements. Rather than improving clarity or consistency, the bill destabilizes long-standing protections and exposes vulnerable residents to discrimination without recourse.
