2/18/26 Good afternoon members of the Health and Human Services Committee. My name is Mo Baxley from Granite State Independent Living. We are a statewide organization whose mission is to promote quality of life with independence for people with disabilities. I am testifying on HB1760. This bill seeks to repeal the directive to HHS to seek a waiver to create pharmacy copayments and Medicaid premiums. The enactment of both copays and premiums impacts some of the most vulnerable citizens, forcing some of them to make choices between rent, food and healthcare. Those qualifying for the programs make under twenty-three thousand dollars a year. With the creation of co-pays and premiums some of those now insured will be forced to drop their coverage. This will cost the state of New Hampshire to lose 90% matching funds. These people will continue to need healthcare but will put off care until they are very ill and when eventually seeking healthcare they will go to hospital emergency rooms, the most expensive type of care. This will be uncompensated care that will place further financial strain on hospitals already facing unsustainable financial situations. Thank you for your service to our state. Mo Baxley
