Thank you for the opportunity to testify. I respectfully oppose HB 1165. This bill removes the “X” gender designation from state-issued identification, eliminating an option that many Granite Staters rely on for accuracy and safety. Current law allows residents to use documentation that reflects their lived identity without forcing them into inaccurate categories. Removing this option does not improve administrative function or public safety; it simply creates barriers for people whose legal documents would no longer match their identity or other records. Accurate identification is essential for employment, travel, housing, and daily interactions with state agencies. HB 1165 would increase the risk of mismatched documents, unnecessary scrutiny, and avoidable harm, without offering any measurable benefit to the state.
