I believe this would be a good thing for the overall health of the dog as it would prevent over vaccinating. I am agreeable with specific titer testing protocols (e.g., baseline pre-vaccination titer, post-vaccination check, and future comparisons to establish individual immunity). If they are already immune, why give them an unnecessary vax?
