When the state writes only two sexes into the definition section of its civil rights law, that is not just language. It determines who the law fully recognizes — and who it does not. Civil rights statutes are meant to prevent exclusion. This bill instead writes permission for exclusion into the statute itself, using athletics as the entry point. That should concern anyone who believes civil rights protections are meant protect not harm.
