Im not sure why we would punish the owner of a dog doing it's job. We need farms and farmers and shouldn't be doing thing to hurt their business and livelihood. These dogs jobs are to bark to protect livestock. On top of that I'm not sure about the barking fine. How could one prove that a predator is present when the dog is there to scare it way. In reality, if the dogs barking there's a predator. There shouldn't be a fine for a working dog doing it's job. We should fine politicians for bills like this and bike registration
