My family and I moved to NH to start our homestead farm and live a simpler life. We specifically chose NH as we believed it afforded us the freedom to live life as we saw fit - less government interference with our lives "live free or die". Since we have moved here, bill after bill has been proposed to restrict and legislate our lives. Our livestock guardian dog is well trained; he protects our animals, our property, and our family. He does not bark unless there is an active threat and immediately stops once the threat is gone. He is not people aggressive whatsoever, and he does not run off onto neighboring properties. He is well cared for, receives proper vet care routinely and is an integral part of our family. Prior to adding our dog to our homestead, we would frequently lose animals to predators despite our best efforts. This bill unfairly burdens those just trying to provide for themselves. Having to designate, provide proof of a dog being LGD, provide proof of threat - this sounds like an attempt to deter self sufficiency. If there are issues with dogs excessively barking, handle those matters - don't pass unjust legislation making specific owners deal with bureaucracy to appease a few people who have no business living in a semi rural area. My neighbors dogs who are just pets, bark all day/night at absolutely nothing. I don't demand legislation for that - its part of life. Perhaps those introducing this legislation would be better suited living in the city.
