Even requiring an initial two-step titer process (pre- and post-vaccination) moves NH forward from zero exemptions to evidence-based options —preventing unnecessary boosters. Current law harshly isolates sick/unvaccinated animals; HB 1488 balances public safety with animal welfare by curbing over-vaccination while ensuring protection.
