HB 1165 weakens protections without any clear public benefit. Current law already provides a balanced framework that respects individual rights while ensuring safety, accountability, and due process. HB 1165 disrupts that balance. It introduces ambiguity, reduces oversight, and opens the door to unintended consequences that will ultimately burden communities, law enforcement, and the courts. The bill solves no demonstrated problem. There is no evidence that current statutes are failing or that residents are being harmed by the status quo. Legislating in the absence of a real need—especially when the proposed changes could compromise public safety—is neither prudent nor responsible. New Hampshire has long valued personal freedom paired with common-sense safeguards. HB 1165 undermines that tradition. I urge the committee to reject this bill and preserve the protections that are already working effectively for our state.
