As a native NH retired resident, I strongly oppose HB 1815. HB 1815 rewrites how the state defines its responsibility for providing an adequate education, rather than responding to the funding gap identified in the ConVal decision. NH consistently ranks last (50th) in the nation for state-provided funding for public K-12 education, relying heavily on local property taxes. While NH ranks low for state support, it ranks 8th in total revenue per student due to high local, rather than state, contributions. If NH schools were equitably funded, there would be no need for open-enrollment bills.
