As much as I love my animals I know they are not people and that in our laws they are property. This bill is another in a long series of bills over the years that attempts to equate animals to people under the law. It also intents to hold only a certain section of the population to account for negligent or intentional actions as it excludes "III. This action shall not: (a) Apply to a nonprofit entity or governmental agency, or its employees, negligently causing the death of a pet while acting on behalf of public health or animal welfare. (b) Authorize an award of noneconomic damages in an action for professional negligence against a licensed veterinarian. " Showing that the loss of a companion animal isn't important if it dies due to the actions the entities listed in III. The bill also confuses the word dog with the words companion animal as if dogs are the only companion animals. I am against creating laws that do not apply equally across the population and that try to turn animals into people under the law. Please vote this bill inexpedient to legislate. Nancy Holmes
