I moved to N.H. from Michigan where we faced the same practices, with more than 1/2 of all refuse coming from other states or across the international border from Ontario (Toronto specifically). It went on way too long without regulation and then blew up into a major dilemma of politics, payments and pollution that took a decade to sort out. New Hampshire doesn’t need to do this for any reason other than corporate gain. The environmental concerns weigh heads above all others as it can be very difficult to prove what comes out of a garbage truck until it’s in the dump! There should be no out of state waste acceptance at all.
