I'll be honest--this just sounds like another attempt to weasel out of following the courts' instructions to adequately fund public education. This has been ruled on repeatedly, and asking more clarifying questions via law feels like kind of a massive waste of legislators' time and taxpayers' money. Consider: actually funding education instead.
