I agree with the idea of preserving national security, although that does seem to be more the purview of the federal rather than state government. However, the bill carries significant cost, particularly for the targeted institutions, while cutting revenue, again primarily borne by the institutions. Ultimately that will raise expenses for the acceptable students, considering the state's current problems with having cut revenue and raised costs. This bill unfairly puts the burden on the students and institutions; if the legislature feels the benefits are worth the increased expense, the legislature should budget and appropriate for it.
