My name is Rebecca Bailey, and I am a resident of New Hampshire with over 20 years of experience in mental health, crisis/trauma, and recovery. I hold a MA in Human Services Counseling: Crisis Response & Trauma. I am writing in strong support of HB1675, which establishes a commission to investigate the New Hampshire Coalition Against Sexual and Domestic Violence (NHCADSV) and requires that funding be provided only for direct services that materially benefit survivors of sexual and domestic assault. As someone with extensive hands-on experience in crisis intervention and trauma response, I have seen firsthand the critical importance of ensuring that resources are allocated efficiently and transparently to those who need them most— the survivors themselves. In my volunteer work with DBHRT and my studies in human services counseling, I have learned that effective support systems must prioritize direct, impactful services like immediate psychological aid, counseling, and safe housing over administrative overhead or potentially misaligned initiatives. Throughout my career and education, I have witnessed how state-funded programs can either empower individuals and families or fall short due to lack of oversight. My experiences have also taught me the value of group dynamics that foster trust, confidentiality, and democratic leadership, principles that should extend to organizations handling sensitive issues like domestic violence. I believe in protecting victims' rights and supporting families to overcome hardships while keeping them together, but this requires accountability to prevent any misuse of funds. HB1675 addresses a vital need for investigation and reform to guarantee that taxpayer dollars and donations go directly toward life-changing services for survivors, rather than being diluted. My background in observing and documenting facts objectively aligns with the bill's call for a thorough commission review, and I am confident this will strengthen the support network for those affected by sexual and domestic violence in our state.
