I am writing in opposition to HB 1702. This bill does not improve patient safety. Instead, it criminalizes health care providers and pharmacists for administrative or procedural issues related to abortion medication, including imposing felony charges for failure to meet vague or burdensome notice requirements. Abortion medications are already safe, effective, and widely used under established medical standards. Introducing criminal penalties into routine medical care interferes with the patient-provider relationship, discourages providers from offering care, and ultimately reduces access — particularly in rural areas and for low-income patients. New Hampshire has long valued limited government interference, personal liberty, and trust in medical professionals. HB 1702 contradicts those principles by inserting the threat of criminal prosecution into medical decision-making. Laws should be based on medical evidence and patient well-being, not punishment. I urge the committee to oppose HB 1702.
