Humans are going to have sex, even humans that don’t want to have children. If you want to fix the population issue, create bills and create a state and nation that makes it easy to sustain children: day care, head start, school lunch, healthcare, college costs, etc. Do not remove options from grown adults that know the intricacies of their own lives far more than you ever will.
