Chairman, Members of the Committee: I am writing in strong support of HB1376, which affirms a parent’s fundamental right to raise their child consistent with their biological sex, without fear of being accused of abuse or neglect for doing so. Parents are the primary caregivers and moral guides for their children, and they must be empowered—not undermined—when making personal, medical, and educational decisions for their families. Today, many parents across the country are being threatened with loss of custody or labeled as neglectful simply because they believe in raising their children according to biological reality and traditional principles of child development. HB1376 ensures that this will not happen in New Hampshire. This bill protects the crucial bond between parent and child by reaffirming that it is not abusive to raise a child consistent with their biological sex. It also protects families from the growing intrusion of outside influences—schools, agencies, or courts—that may seek to override parents’ deeply held beliefs and best judgment. Parents know their children best and are in the best position to guide them through sensitive issues related to identity, health, and emotional well-being. Furthermore, this legislation supports transparency and accountability in schools. Parents must be informed about what is happening in their child’s classroom and any counseling or instruction involving gender or sexuality. Schools should partner with parents, not conceal sensitive information from them. By reinforcing parental rights, New Hampshire would join other states in standing up for family integrity, child well-being, and common-sense protections for both parents and children. I urge the committee to vote Ought to Pass on HB1376 and safeguard the right of every New Hampshire parent to raise their child without fear of government interference for following biological truth and parental conscience.
