If this legislation were enacted, New Hampshire would face an immediate biosolids disposal crisis. Available disposal capacity within the state and across New England is already severely constrained. Land application remains an environmentally sound management practice that beneficially recycles biosolids, supplies essential nutrients to New Hampshire’s agricultural sector, and diverts material from landfill disposal. Eliminating land application as a management option would significantly exacerbate capacity limitations and drive substantial increases in already elevated municipal biosolids disposal costs.
