I support HB 1356. Neuroscience research indicates that full cognitive maturity, especially the ability to make long-term decisions, develops into the mid-twenties. Individuals who undergo medical transition at a young age may not fully understand the permanence or consequences of those interventions until years later. Extending the statute of limitations ensures they have a fair opportunity to seek redress if harm occurs. I urge the committee to support this bill.
