I have been the person responsible for tracking the solar array performance for our condominium community. Prior to signing a 12 year lease with the installation vendor, we were told that reporting to the PUC would be done by the vendor. In that first year the vendor failed to file on time resulting in our community being compensated at the commercial rate. This was a substantial loss to our community. As a result we have chosen not to depend on the vendor to submit the reporting form (group-net-metering-annual-report-form-909-10.xlsx). Our current challenge is getting a volunteer to spend all of the time necessary to collect the performance data for the 19 accounts of our Group Net Metering solar array. This has become a serious challenge that would be substantially mitigated by passing HB1432 as I understand it. It's not enough to complain about a situation without offering a solution. I recognize the need to report performance but without too much change, this can be a far more reasonable requirement. In this case, Unitil would add 3 fields to the monthly invoices. These fields would simply aggregate the data that already exists on the invoice each month. Those fields are: - Host Generation Surplus Exported to Grid - Host Electricity Imported for Use The third field in most cases is the sum of the above two fields but that's not the case for our installation. We have a separate utility that provides: - Host Generation (i.e., total generation or production) That value can easily be generated by the customer (us). If these suggestions were undertaken, collecting and filing this report would be an annual event that would be far less onerous for those of us interested in the environment.
