I oppose this bill. Managing a public library requires significant time and specialized expertise. The Boards of Trustees who currently take on this responsibility have both; while town officials do not. own officials' proper role is to consider the needs of all town functions, which, if burdened with the responsibility for managing any specific function, may be difficult. Further, the integrity of libraries depends on having governance that is focused on the function and needs of the library (and its unique role in serving its clients). Given the centrality of libraries to issues of public information, education, and constitutional freedoms, any legislation that risks compromising their function irresponsible and dangerous.
