I am opposed to HB1688 because it lowers the threshold for using restraint on children while narrowing what is legally considered seclusion by expanding staff discretion and reducing oversight and reporting requirements. HB1688 increases the risk of harm, particularly for children with disabilities or trauma histories. I believe restraint should remain a last resort, governed by strong safeguards and transparency to protect children’s safety and dignity.
