I am writing to strongly urge the committee to report HB1702 as Inexpedient to Legislate (ITL). I oppose this bill for the following reasons: Unnecessary Administrative Interference: HB1702 seeks to impose specialized notice and enforcement requirements on pharmacies that are already governed by strict state and federal regulations. These additional mandates serve no clinical purpose and only create "red tape" for New Hampshire small businesses and healthcare providers. Impact on Patient Privacy: By creating specific, heightened enforcement for medications related to chemical abortion, this bill risks compromising the privacy of patients. Every New Hampshire citizen deserves to pick up their prescribed medication without the fear of additional "notice" requirements that signal their private medical decisions to others. Barriers to Essential Care: The medications targeted by this bill are also used for miscarriage management and other reproductive health issues. Placing extra burdens on pharmacies to dispense these drugs may discourage them from stocking the medication at all, leading to delays that could result in medical emergencies for patients. In New Hampshire, we value "Live Free or Die." This should include the freedom to access legal, prescribed healthcare without the legislature inserting itself into the pharmacy counter.
