I am horrified by the proposed changes that this bill would promulgate in the process of protecting innocent animals from abuse. The provisions of this Bill would severely hamper the protective agencies from helping animals in abusive situations. Please give the police, and the NH SPCA the capability to continue to protect the animals from abuse.
