I strongly oppose HB 1766, relative to cruelty to livestock. This bill delays animal confiscation until formal charges are filed (except in imminent danger cases) and requires the state veterinarian to accompany officers in livestock investigations. Current law already provides due process while allowing timely intervention to prevent suffering in clear cases of neglect or abuse, especially for equines and other livestock. Requiring charges first or mandatory veterinarian presence could slow rescues, prolong animal hardship, and hinder effective enforcement by law enforcement and humane organizations. New Hampshire should maintain strong protections against animal cruelty without weakening seizure authority when evidence shows probable cause. Please reject HB 1766 to prioritize animal welfare.
