This bill will make it much harder for organizations and citizens to ensure the welfare of equines and other livestock in New Hampshire. Keep in mind that they have no voice, no choice, no say in whether they live safely or fall into neglect, abuse and death. Humans hold all the cards. Let us remember that for the service (and sometimes nourishment) they give us, we owe them protection.
