This bill will slow the rescue process leading to unnecessary additional animal suffering. It also criminalizes people who may be unable to cope with circumstances AND removes the ability of AC to barter speedy rescue for the animals for dropped charges prolonging animal suffering Finally it shifts 100% of the cost of rescue to the taxpayers when people like me fund rescues voluntarily easing state financial burden
