The animal welfare nonprofit organizations provide vital resources and expertise in ensuring the safety and welfare of animals in our state. We need to allow their expertise and that of licenced veterinarians to be consulted in cases of cruelty or neglect to rescue the animals in need and determine if neglect was willful or not.
